Derivative applicants may require I134 if on F1 Visa, or H4 visa, or when asked to submit. Typically if the derivative has his/her own job (on H1B, EAD) I134 may not be required.

Note that interviews are required for all applicants, but this can be (and have been) waived by USCIS for EB category. USCIS choose to waive interviews for EB categories in most cases but require in some cases of EB based filings.

Executive Order(EO) by the president made it a requirement and as such no longer an option for USCIS to waive interviews for EB cases. Below is from USCIS website - i copied (verbatim) relevant text

"Previously, applicants in these categories did not require an in-person interview with USCIS officers in order for their application for permanent residency to be adjudicated. Beyond these categories, USCIS is planning an incremental expansion of interviews to other benefit types."

I would say 2-3 weeks, but that really depends on how busy the local office is. It looks like Family based take up a big chunk of time for this office -hopefully, they will accommodate EB folks within reasonable time.

Yes, you should be able to start after getting the GC.

Right now if you move, the local office interview would be based on your new address, which might take more time. One other thing to consider is 485J, which would need to be completed by the new employer. Need to make sure that it is similar job as the approved 140.

Yes, it is normal for the primary file to get transferred as well (even after approval ) - it is the file that gets transferred as the primary file and derivative are tagged together. Please read through this thread for multiple posts on this.

The best option is to for her to come into USA right now and, and file for her 485, AP, and EAD applications. The applications need to reach USCIS before March 29 (03/30 and 03/31 are holiday/offices closed).

If that is not possible, extension of H4 (based on your H1) when she comes back is an option. I do not suggest B1/B2 as She can not travel on her B visa with the intention of applying for adjustment of status. I think there is a wait time as well. talk to a lawyer and there is a possibility that she might not get B1/B2 at all.

Another option is to change status to F1 when she is back for Fall semester. You need to do start your homework (applying for schools, transcripts, evaluations, etc) now.

Black or Blue. Signature in blue may be preferred as it looks original as opposed to black which may look like photocopy when signed with certain types of pens.

If you hand write your answers, use black ink.

I134 is more appropriate for EB cases. Did the interview letter ask for affidavit of support or ask for I134? It really depends on your spouse's current status (e.g., F1, etc.) and officer's/USCIS discretion. It does not hurt to carry`.

The processing times should be for the local office (NBC does not adjudicate 485- they process & prepare the file for local office interview.

The interview notice depends on how busy the local office is. folks have received notices even when 485 is outside of processing times. Good luck.
