Existing H4 EADs will be allowed to keep using it until the last date printed on the card. That is how they dealt with DACA EADs. They will stop accepting Initial or Renewal EADs

If she has changed her status from H1 to H4 already by filing COS she is no longer on H1B and hence cannot be re-admitted on H1. She should get a new stamp with H4 as the classification on the visa and re-enter on H4 Visa. After coming here she can again change status from H4 to H1 by filing COS. Whether she used EAD or not doesnt matter as EAD cannot be used a visa to enter the US.

True. We are in Nov 2017 and things have changed a lot this year. I don't know why people are having mixed reactions to H4 EAD cancellation. It is the next sacrificial lamb for sure after DACA. These days USCIS website has a clear warning bell regarding DACA (https://www.uscis.gov/i-765). Next one is H4 EAD. The only relief seems that they will let H4 EADs to continue until the last date printed on the card. No new or renewal EADs (similar to DACA). Why on earth would DT or his team bother about handful of H4 EAD holders when they are not sparing the massive H1B population itself. Not only on this front even on TPS side DT and his team is cutting back a lot and sending people out (Haiti, Honduras, El-salvador).

People who are running business on H4 EAD are still better off as they can close out and plan things in advance. But people on jobs are in at risk. If the company is willing to sponsor H1B then fine else it is tough. And nobody will recruit on H4 EAD once the controversy balloons. We all have seen how H1B hiring reduced this year. In all H4 EAD lasted about 3 years with around 90000 active card holders as on date. It was a great and helpful provision from Obama and co but DT and his team don't want to spare even the tiniest immigration benefit. Sad but true.

Canada has been more immigrant friendly than US always and I m sure group support existed there for grandfathering applications under old format. Here in the US problem is neither any group will strongly advocate (barring SIIA) nor do the Cottons or Mills or Sessions care a damn about people stuck in backlog. So comparing these two situations may not be appropriate in the context. I always wished for Paul Ryan to be the ultimate winner as he is anyday more intellectual than the rest of his party

Regarding HR392, it looks bleak that these JeffSessions or Grassleys will ever let it pass. As good as Modi passing bill that will allow more Muslims into India from the MiddleEast. RAISE act ain’t any better either becoz of the issues explained by GCSeeker above. So stop living in delusion that you will personally benefit from any Raise act
