Is the employer a desi bodyshopper who has only h1-b's on his payroll. And does he have a history if "running payroll " for people on bench? That could be reason he is not sharing it with you. He is getting audited by somebody. And he is behaving like an ostrich.

They may apply for your GC process in 2019. This is my guess. If you join now, by the eoy 6 mos, cannot give rating, too less time to evaluate. 2018 mid year review will be good. By the eoy 2018, ur mgr will move out to different team. The new mgr will say need to get the approval.see the picture? Have seen this played out too many times in the last few years.
You can take the chance as chase pays well.

I don't know what they will file under. AFAIK there was a bunch of people let go as part of the Rif in may. Last day if May 31st, and most of them were USC. In core Java, implementing REST services.if you are doing something in cloud, big data etc then there is a chance that they may start the GC as promised. Most of the hiring managers have no say in the process. The approvals have to come from MD level, which takes 3 months at the minimum. So you may want to decide what you want.

Topic: H1b Transfer to JPMC

JPMC recently had layoffs in Columbus,OH. is this position in the same location? Also do you have niche technology experience under your belt? All these matter for them to start the GC process in the future.
The RFE can be why so many people were let go and now you are applying the LCA, for H1-B who basically is having the same skillset as some if the people let go recently.

To initiate H1B transfer they have file an LCA and send it over and attach a letter which informs USCIS that the transfer of /extension is based on the previously approved 140, and to make sure they will not get an rfe they need to describe the job duties. As long as the job duties are similar the approval will go thru. If not then you have to move back to your old employer.

You mean to say that, the extension will be in the name of the old employer? JPMC has to apply for the transfer of H1. For that you need to get an LCA. So how does the old employer letter comes into the picture?

You can get extensions as long as the job duties as defined in the approved 140 are same. You need to get the new employer to be considerate to provide the letters as you request. Smaller consulting companies usually do this but big behemoths like JPMC will not bend according to your requirements. They always give a plain vanilla description which may not match. That is what is happening. I have seen one too many resources leave due to this issue. Off late they are telling straight up no sponsoring if not a niche technology.

To get extensions you need to use AC21 it better match the reqs used for the approved 140. JPMC will not give those things that easily. If there is a layoff then how can they justify H1B? I have been with chase for 10 yrs now. Have seen the policies change every 6 months, also if you exceptional skills in niche tech then they will start GC after on year w/o issues.

Did your new company have any layoffs recently? If yes then the approval might be an issue. Think it over.

Not to discourage you, this is what happened to my team member, 3 weeks ago.
Joined chase on h1b transfer with approved 140 3 years ago had 4 yrs left on H1.
Hiring manager promised to start GC process after one year.
By the end of 1st year reorg, manager changed(left the bank). New manager said her will see the performance eval and start the process. Performance M(meets), quoted policy that they will start GC after mid year eval. Left with 2.5 yrs. Then last month let go 45 people. Cannot start GC due to layoffs. He resigned and went back to the previous employer who still had not revoked the 140. He was an certified oracle DBA, and was managing a critical db. They have nobody to take hi s place, as they cannot hire after firing people who had worked for 10-15 yrs.
In short DONT BUY ANYTHING THE HR OR HIRING MGR IS TELLING YOU.
The approval to start GC has to come from the top, MD level, which we haven't seen for java,.NET,oracle DBA, and other so called DEVELOPER roles.

How many years oh h1left? They just had a RIF and let go a bunch of people in Columbus, OH, all FT citizens. In the current env Its risky. Also you cannot ask for India transfer. You have to resign here and apply for a position in Chase India. They will screw over the pay there. Have seen it happen to people with 5+yrs of J2ee experience. So watch out.

Do you have any niche skills or certifications? Also, which location? If you are a plain vanilla developer don't buy the be ur mgr gives. They have been reneged in the recent past. Even to file supp j might become a challenge.

Topic: Any real examples -- Change job within 6 months after receiving green card

I was in similar situation 14 years ago. Applied for I-140/485 in parallel. Got 140 approval email at 6 am, and 485 approval @3pm same day, friday. Joined client on Tuesday. Applied for USC after 9 years. Sworn in on the day my GC would have expired(10 yrs). Standard questions from the booklet were asked.
