Topic: H.R. 392, Fairness for High Skilled Immigrants Act

Rep. Darrell Issa has an interesting comment about using "conditional" GCs to solve the backlog issue; check out the recent interview with Rep. Zoe Lofgren - https://www.youtube.com/watch?v=1OjOOJ-G.... Does anyone have more info on the conditional GCs? Also looks like H.R. 170 is likely to be packaged in the DACA deal.

Topic: EB2 - Degree passed vs Degree Certificate Issued date

I need some advice here.

I graduated from my bachelor's' degree in April 2011 but the degree certificate itself says it was granted on March 2012 (along with the with "April 2011" as the date of the examination held). I then worked from June 2011 to June 2014 in India; and also got a masters degree from the US that spanned from Aug 2014 to Dec 2016.

My PERM has the proposed job information with minimum qualification as "masters and 3 years of work ex."; and the PERM got approved sometime last week. Now, my lawyers are preparing to apply for I-140 under EB2. I am aware that even "masters + 0years" of work ex. qualifies for EB2. In my case, the "masters" part will be satisfied, but I am concerned about the second part related to work ex. - will my work ex. be counted from "June 2011" or "March 2012" (the date mentioned in my bachelor's degree certificate) to June 2014? If it's the latter (i.e. March 2012), then I won't be having the minimum required 3 years ex. But, I do have a work ex. letter from my previous employer stating that I worked 40 hours from June 2011 to June 2014 along with the duties performed.

Will there be any issues for filing under EB2? I am not sure if I have to be worried or not. Thoughts?
