If this is the case, HR392 can solve nothing as we still have the same kind of backlog, as the number of applications is still more than the GCs allocated. The only feasible solution currently is Raise Act, which limits the number of applications based on many criteria, and at the same time removes the country cap.

I think you may need to consult with your lawyer, since change jobs in a same field is O.K, but i think it's a red flag if you change your field immediately after getting the GC.

That looks like to be what a lawyer mentioned on his website. I have been working with the company for almost 4 years so I think it's not that hard to prove the bona-fide job offer in my case, as both my H-1B and Green Card job titles are the same.

I'm going to leave after 4 months on GC. I did some search on Google and seems like it's a grey area. My reason for leaving is I did not have good recognition for my work and they didn't promote me although the manager said I should have been promoted.

I think they have enough pending applications right now to process for several months. They may come back and consider the filing date if the demand is not too high, otherwise 2018 bulletins will be stuck with final date.

I received the I-485J receipt around 1.5 months after the receipts of I-485, I-765 and I-131(these 3 came together). Approval for I-485J was only a day before I-485 got approved as well. Not sure if that coincidence is just happens to a few people, but I think there would be some positive results after I-485J got approved.

That would be a real nightmare, but who knows. Until USCIS is fully autonomous ( in a few decades/centuries?), that's still human work so error may happen.

I believe the way USCIS works is to adjudicate EB2 ROW pending I485 cases this month to make sure they allocate enough visas for EB2 category. From next month, they will only work on cases before the cutoff date posted on August bulletin (which are very few). Your case may not be considered until next fiscal year, since they are adjudicating petitions sent in a few months back. You will be extremely lucky if they process your case this month though (consider you pass background check this month as well).

your attack is flawed though, cuz Indians got the most employment GCs every year due to spillover. These GC holders will then sponsor their family and relatives and I'm sure we will either have more Indian GC holders though family sponsorship than any other country in the world, or we will also have a big backlog for Indians in this category.

You can try for Provincial Nominee Program (PNP). Ontario sends out invitations to people having 400 or above. I also see the pattern that Canada has invited more people through the express entry program, thus the cut-off scores have been reduced significantly throughout this year. Only Indians are beneficial from this bill. Why?
Higher percentage of H1Bs is attributed to Indian folks each year. This is the main source for Eb2/Eb3 people. This results in fewer and fewer ROW and Chinese applicants. Look at the Visa bulletin priority date chart and you can see the trend. Is there any country where the number of working Visas provided to a single foreign country taking up 80% of the total? I believe on in the U.S. I support fair treatment, but only when the visa abuse is solved.
