This bill has enough cosponsors in house but only 1 in senate. (https://www.congress.gov/bill/115th-congress/sen...).

Topic: Per country limit with RAISE.

Oops per country limits stay but only for Family categories.

"..the total number of immigrant visas made available to natives of any single foreign state or dependent area under subsections (a) < struck> of section 1153 of this title in any fiscal year may not exceed 7 percent"

subsection (a) lists only family based categories, so 7% stays for F categories. subsection(b) listed employment categories is struck off.

A small correction above the section B that is struck off is section B in code 1153 which defines EB categories. https://www.law.cornell.edu/uscode/text/8/1153. So essentially the EB categories go away but per country limits stay.

See page 17 line 8 of proposed act @ https://www.cotton.senate.gov/files/documents/17....

This proposal does not make any numeric limit changes to [8 U.S. Code § 1152 section 2 see https://www.law.cornell.edu/uscode/text/8/1152] which defines the 7% per country limit. The only useless change for this section is,
- striking ‘‘subsections (a) and (b)’’ and inserting ‘‘subsection (a)’’.
Effectively the useless item removed from this section is,
"(B) Nothing in this paragraph shall be construed to limit the authority of the Secretary of State to determine the procedures for the processing of immigrant visa applications or the locations where such applications will be processed."

I read the full text of RAISE carefully and I do not see per country limits going away. It proposes to make cosmetic changes in 8 U.S. Code § 1152 section 2 which puts these limits but doesn't touch the actual limit. I want to make sure if I read and interpreted it correct ?

In general this bill be very bad for people who have been waiting in EB lines for years because they need to reapply (+2 point) also they loose points on age (waiting -> older). On top of that after applying, if your application is not picked (sorted point order) in one year you need to reapply next year (like H1)!
