We will see it. But I think they just consider the family-based immigration (which is completely different from employment based one) and DV lottery in immigration reform.

That is not correct. I read the RAISE ACT document. You can google the entire pdf as well. The document clearly ppints out Family as a seperate category and only mentions limoting to immediate family members. Where as the merit based system is the replacement of employment based system with points system.

In the news link they are talking about taking the green card numbers out of family based and replace with merit based. Hope this comes true. Anyways thiz bill is going nowherr with Dems in senate.

Thanks for the information! even though Raise act is not part of the current discussion in DACA, but as per Trump's demand from October, it does look like they want some kind of point based system to implement - do you think it will be limited to chain based only, or they are actually talking about Employment based immigration?

There is nothing points based or merit based about family immigration. Except that family immigration will be limited to only immediate family members such as spouse and children.

Only employment based system has points and its detailed in the below bill -

Yes Sir, I did read the Raise act, as well as the list of demands DT has sent over to congress if the Dems want to do a deal on DACA>thanks for the reference. with the govt shutdown coming on 19th, I think we are pretty close to find out.

if that's what happens, I think there will be no immigration reform in DT's first term anymore, i.e until 2020.

However, I dont think DT will just bow in to Dems pressure and give up on his demands.

currently RAISE act is not properly define. They actually have lot of issues to solve. The bill is incomplete. it will take years in congress and some good brains. the biggest issue is transition.
then once Pass then comes the implementation part for which dept will see at least 1 full year from the date to pass. it not a tweak its a new system :) might even take 2-3 years
As far as i read it. its gone me debt ceiling daca border security and wall which will be talked

My point is if they pass daca bill for illegal dreamer then they should also include a fix for H4 and H1B dreamer
if an H4 kid is 21 while being in US then he should be given GC . Match it with what Dreamers will get. so that these kids can work and stay in this country
Pass HR 392 and also see if they can recapture the GC which have been lost over last 2 decades and fix this backlog in employment based.

Yes, folks don't realize what a huge undertaking RAISE is. Even if it gets passed which is a big IF.
Imagine the huge amount of IT and backoffice work it will require.
It will be a complete overhaul not a minor tweak.

A law just has to point out the basic stuff.. the rest implementatiin can be done by regulatory changes which can be done quickly. They can simply say merit based and put some parameters in the bill.

I looked into that.. indeed interesting with all this hungama going on. He referred to an equivalent bill that senator Orin Hatch has published in senate before he left..i dont see any 115th congress bill from Hatch but i referred to an older version s.153 which indicates per country cap elimination.may be he is referring to that.intetestingly he also mentioned that they want to pass this bill along with the cap elimination in the next 2 to 3 weeks.

They are working on HR 392 and Companion bill like temp GC for H1B people waiting and he is FOR KEEPING THE PEOPLE WHO HAVE BEEN IN WORFORCE IN US FOR SUCH A LONG TIME :)
See i always said that we have good logical thinking people in US Congress and thats why 302 co sponsors make be confident that the right and logical things will be done in this country

As i remember Senator Hatch came up with - I-Squared Act of 2015 which has
1) remove per country quota
2) dont count dependents in employment based GC
3) recapture the unused GC in past 2 decades

If that is done. The line will be clear in an year or 2
