Goodlatte Bill may be proposing to increase EB Green cards by 45% (from 120,000 total to 175,000). This may be in combination with cutting down chain migration & green card lottery.
So that may increase each EB1/EB2/EB3 Green Cards from 40,000 per year to about 58,333 per year.
So EB2 quota per country may increase from 2800 to 4000 per year (considering 7% country cap).

1) Family based - only spouse and children (under 25)
2) EB - increase from 140k to 195k (worldwide level)
3) 7% cap changed to an absolute number 9940.

This sums up what we all are interested in.

He is the house judiciary committee chairman, he decides when a bill is taken for markup and when it is sent the speaker. Of course, it is speaker's decision as to whether to put it for floor vote. Regardless, this is good news to some extent.

9940 is in place of 7.1% of worldwide for EB4 and EB5 numbers. I don't see anything changing about country limits. There will be an increase of visas for each of EB1, EB2 and EB3 category from 40,040 to 58,373, we may get good amount of spill over.
