I just called USCIS for confirmation, you have to wait 60 days since the RFER data to open up a SR.

SR means a service request you can open up by calling USCIS. That's what I tried to do. I think its the same for InfoPass(in person inquiry at the local service center)

You don't need to wait 60 days.I opened an online SR right after I sent the RFER and took an infopass as well.If you are current you don't need to wait.You should wait 60 days between 2 SRs.

You can take an infopass appt at

https://my.uscis.gov/appointment

and open Online SR at
https://egov.uscis.gov/e-request/Intro.do

RFER : 08/28/2017

3 weeks elapsed (15 business days) but nothing yet.

Norms be damned. I am thinking of submitting an SR anyway.

Its Strange,I was able to open online.Just take an infopass and try to contact your senator.You can do this online as well but need to sign a waiver form and mail it to them.I filled the online form today and going to drop the waiver form tomorrow t their office.
